The Commission has adopted [Official Journal of the European Union L 276 Volume 48, 21 October 2005] a recommendation to improve EU-wide copyright licensing for online services such as webcasting, music download services, digital media on-line stores which require licenses covering their activities in the whole EU.
The Commission recommends that right-holders and commercial users of copyrighted material should be able to choose their preferred licensing model to reflect the nature of their service. The recommendation proposes the abolition of customer allocation provisions and territorial restrictions in existing contracts and giving right-holders the option of tendering their repertoire for EU-wide direct licensing. The recommendation also contains provisions on dispute settlement, transparency, governance, and accountability of collective rights managers.
