Clinton Gave Bush a "Strategy for Eliminating the Threat from ... al-Qida"

Along with Clarke's memo of Jan 25, 2001, Clarke gave to Rice (now Sec'y) a 13-page memo on "Strategy for Eliminating the Threat from the Jihadist Networks of al-Qida." It spoke of the al-Qida presence in the U.S. The memo is available here (click on the link for "Tab A" down the page).
