Red Cross Complaints About Guantanamo

Memos detailing Red Cross complaints of abuse at Guantanamo are discussed in an article by Scott Higham today in the Washington Post.  The memos were leaked to the Post.

The Red Cross continues to maintain its public silence with respect to its concerns, for fear, we are told of losing access to the detainees.  Is this fear justified?  If the U.S. government denies it access, would not international pressure force the U.S. to relent?  The Red Cross policy seems targeted at regimes that are not susceptible to public humiliation.  It's not clear to me that the Bush Administration is such a regime.
