Cyberlaw Clinic student Catherine Harper assisted the Electronic Privacy Information Center (EPIC) in filing comments with the Transportation Safety Administration (TSA) on the Privacy Act notice for the controversial Computer Assisted Passenger Prescreening Program (CAPPS) II. The comments concluded that CAPPS II is "precisely the sort of system that Congress sought to prohibit when it enacted the Privacy Act of 1974."
