David Banisar

David Banisar is Senior Legal Counsel for Article 19: Global Campaign for Free Expression (http://www.article19.org), a London-based human rights group. He has worked in the field of information policy for nearly 20 years on the intersection of human rights and ICTs including privacy, freedom of expression, cyber-crime and the right to information.

Previously he has been the Director of the FOI Project at Privacy International, a Non-Resident Fellow at the Center for Internet and Society at Stanford Law School, a Research Fellow at the Harvard Information Infrastructure Project at Kennedy School of Government, Harvard University, and a Visiting Research Fellow at the School of Law, University of Leeds.  He was a co-founder and Policy Director of the Electronic Privacy Information Center in Washington, DC.  He also worked for Computer Professionals for Social Responsibility (CPSR), the Transactional Records Access Clearinghouse (TRAC), and the US Public Policy Office of the Association for Computer Machinery (USACM).

He has served as an advisor and consultant to numerous organizations including the World Bank, Council of Europe, Organisation for Security and Co-operation in Europe, the UN Development Programme and the Open Society Institute. He has a Juris Doctor in Law and Public Policy from The Columbus School of Law, The Catholic University of America in Washington, DC.
