Michelle Richardson

Non-Residential Fellow

Michelle Richardson is a Legislative Counsel with the American Civil Liberties Union where she focuses on national security and government transparency. She monitors and analyzes legislation and executive branch policy concerning the Patriot Act, the Foreign Intelligence Surveillance Act, cybersecurity, state secrets and the Freedom of Information Act. Richardson also plays a key role in the design of lobbying, grassroots and messaging strategies for ACLU members and activists and for legislative coalitions. Read more » about Michelle Richardson

Richard Salgado

Non-Residential Fellow

Richard Salgado serves as Google's Director for information security and law enforcement matters. Prior to joining Google, Richard was with Yahoo!, focusing on international security and compliance work. He also served as senior counsel in the Computer Crime and Intellectual Property Section of the United States Department of Justice. As a federal prosecutor, Richard specialized in investigating and prosecuting computer network cases, such as computer hacking, illegal computer wiretaps, denial of service attacks, malicious code, and other technology-driven privacy crimes. Congressional Hearing Tomorrow on CFAA Reform

Tomorrow, the U.S. House Judiciary Committee will hold a hearing on reforming the Computer Fraud and Abuse Act (CFAA). Before you start thinking, "it's about time", note that the witness list includes someone from the Department of Justice, the Federal Bureau of Investigation and the Business Software Alliance. Why Breach of Contract Should Never Be A Crime

In the face of efforts to reform the Computer Fraud and Abuse Act (CFAA), some buinesses have told lawmakers that the CFAA should be used to punish breach of contract where the breacher acted "for purposes of commercial advantage or private financial gain". Such a proposal does not fix the ability of prosecutors to go after people for disregarding terms of service.

Right now, a battle is underway to reform the Computer Fraud and Abuse Act, a statute that can transform innocuous workplace behavior into a federal crime, simply because a computer is involved. The hacker who goes by the pseudonym CyFi won't share her real name and declines to be photographed without her signature aviator sunglasses.

At the annual Def Con hacking conference here Friday, Gen. Keith Alexander, director of the National Security Agency and head of the U.S. Cyber Command, brought CyFi on stage during his keynote address and called her "the most important person for our future."

CyFi is 11 years old.
