Could your ISP intentionally slow down Netflix or throttle your Skype calls in order to make their own services more appealing?

This past week, a US appeals court struck down the FCC's ability to enforce net neutrality rules. The legal details are complicated, but basically, back in 2002, the FCC decided that it wasn't going to consider internet service providers as telecommunications carriers, but as Information Services. The court found that by doing that, ISPs were no longer considered entities subject to regulation on net neutrality.
