Here in the uk, government legislation was passed whereby retailler either use 'chip and pin' technology on all credit card transactions or be liable for the fraud if it happens, this was active from Feb 2006. As a result, identity theft has reduced significantly (now fraudsters know they need more than a credit card number).
Another measure that's becoming more popular is that, now some online retailers will only dispatch goods to the address registered on the credit card.
These measures can't completely eliminate identity theft but combined with consumer vigilance they go a long way.
